How to contact an Admin

 

  • All contact to admins must be through the teamspeak issue rooms, ts3.evo-life.net

  • Admins will not respond to RDM! RDM! RDM! in global chat

  • After 3 minutes of being in ingame related without being helped by a mod, please poke a staff member according to the chain of command

  • Players MUST contact staff in this order:  

  • Help Desk (For issues with game fixing)

  • Moderators (Deal with all in game and IGR issues)                                                                                      

  • Admins (Deal with all in game and IGR issues)  

  • Head of Staff (May never be bothered about game issues)  

  • Owners (Are never to be bothered)

 

General Rules

 

 

 

 

 

 

 

  • ADMINS HAVE FINAL SAY

  • NEVER under ANY circumstances discuss your suspicions about undercover Staff. Blowing undercover Staff is a serious issue.

  • Robbing,Killing or otherwise interfering with a player during the saving time will be met with punishment ranging from a ban to a player stat wipe.

  • Be respectful to other players at all times. Treat others how you want to be treated. Role-playing is not an excuse for being disrespectful to anyone.

  • It is required to use the same in-game nickname every time you play, if you want to change this nickname, please post the appropriate change on the appropriate thread in the forums.

  • The stinger/igla may only be used against aircraft. (Cop and Civs Apply)

  • Asking players to leave the game/TS for another server and giving out server info on our servers is not only disallowed, but it’s very rude and disrespectful. If a player is caught doing so, they will be punished accordingly.

  • Removing a weapon from a hideout, vehicle, or spawn box that you do not own/do not have keys to is not allowed. You are allowed to take a weapon from a spawn box IF it has been abandoned

  • You may not possess the keys to the ILPD SWAT Bearcat. (Civilian and ESU)

  • TS and Communication

  • Excessive talking on Global is HIGHLY discouraged and should only be used for 911 calls or service calls.( NOTE: You will be told to stop talking on global if you continue to do so you will be kicked. If you continue a more severe punishment will be applied.)

  • Firefighters must be in the FD channel, no other channel.

  • Cops must be in cop channels, civs must be in civ channels.

  • Governor and Guards must be in their channel.

  • Gangs must ALWAYS be on TS in their own gang channel.

  • When taken hostage you must join the Taken Hostage Channel.

  • Ghosting is not allowed under any circumstances

  • Hacking/Exploiting/Glitching

  • Hacking, exploiting or glitching will result in a ban. Arma mechanics don't always work how we would like them to so please keep in mind that this is a game just because something isn't in the rules or it lets you do it in game, it does not mean it is ok.

  • New Life Rules

  • If you’re killed by a civ, a rival gang, a police officer, or a legitimate way involving a player(s) or  AI, you get a new life. If you die by crashing, randomly dying, blowing up, or nothing involving a actual player(s) or AI you DO NOT get a New Life.

  • Once you have died (for any reason) you may not give out any information about what happened before you died on TS or in game. Even when you respawn, it’s considered a new life and you may not report what happened before you died or while you are spawning. You may call ESU AFTER spawning.

  • Talking over game chat or TS after you have died is discouraged. But as long as you do not give out information it is not against the rules. (For example, saying "nice shot” is OK but saying "the shooter is on the 2nd story of the bank” is against server rules.)

  • You may repeat information that was said in a previous life. (For example: "The shooter is in the bank vault,” "you have been killed,” you may now repeat that the shooter was in the bank vault)

 

Role Play Rules

  • Any civ who is in the water and is stunned by the police must comply with their commands and RP as if they were restrained. (If the officer that tased them is killed, you no longer have to RP as restrained)

  • From the time you’re restrained to the time you’re arrested, LIGHTERS/LOCKPICKS, WEAPONS, or any other devices to ruin RP are PROHIBITED to use. If the police forget to take the weapon out of your inventory or don’t ask you to drop it, you may use it AFTER you have been arrested.(They have put you in for your time)

  • Once you have been restrained, you must follow the orders of the officers. Unless they go too far away and you are auto freed you may run away. You may not run away, get into vehicles, etc. until you are arrested or all nearby officers are killed.

  • Re-spawning while restrained or being stunned, or to avoid capture in any way is cheating and will be punished accordingly.

  • Getting into/out of vehicles while stunned or restrained is exploiting and will be punished accordingly.

  • Once you have been stunned or restrained by the police you may not commit suicide by hitting respawn.

  • If you are zip tied you must role-play as though you are restrained, the same rules and practices that apply to being restrained by the police.

  • A civ that has been ziptied must be accompanied at all times. The civ may run if there is no one within 15 meters of him.

  • When a player is ziptied they may not contact other players in any way (when taken hostage you must join the Taken Hostage Channel ) except for direct chat. This is part of roleplaying restrained.

 

Balancing/Fairness/Ratio

  • The following rules were created to make the game more enjoyable for everyone. Having too many first responders and not enough civilians is not fun for anybody. A good ratio makes the game more enjoyable for everyone, especially the players who enjoy playing as police.

  • The "2 to 1″ rule. There must be 2 civilians for every police officer that is online. Joining the police team if this ratio has already been met or exceeded is not allowed. However, you may join civ side if there are less than the required amounts of officers. (If there an uneven amount of civs, the number of cops should be rounded down. (For example, if there are 23 civs there should be 11 cops at the most, not 12.)

  • There may not be more than 6 civilians in a gang/gang channel and gangs may not work together unless they are teaming up against another civ gang. The gang members must be in a gang channel and may not be in the channel with non-gang members.

 

Trolling

  • Continuous "trolling”, obnoxious, or counterproductive behavior is against the rules and can result in admin action. (Ex. flying in circles over the police station over and over for no reason, continuously dropping winched cars to damage other players’ property for no reason etc.) Some less serious forms of "trolling” are already against the law in-game, such as opening players’ doors for no reason. More serious forms like the ones mentioned in this rule can be considered rule violations instead of law violations if an admin feels that it’s necessary.

  • DO NOT LEAVE A ZIP TIED CIV IN THE MIDDLE OF NOWHERE (or any equivalent trollery). Yes it is hilarious if you are the hostage taker but it is unfair to use the zip tie rules simply to troll someone so don’t do it.

  • Charging a cop, blocking cars, blocking players, or being obnoxious are also counted as trolling and can be punished by a 10min jail time or 30min ADMIN sentence if the ADMIN approves it.

  • Shift F’ing cops for no reason is also counted as trolling and doing so is a 30min ADMIN sentence. You cannot Shift F a cop just because you wanted their weapon or because they are doing a traffic stop. You may Shift F a cop if it’s directly affecting you or the people in your gang. There must be a valid reason to Shift F cops and kill/steal their gear.

 

BLUE, GREEN, RED, and GANG ZONESZones are the BLUE, GREEN, RED, and Orange spots on the map. The blue, green, and orange zones show up as transparent squares on the map. Blue zones are all cop locations. Green zones are all civ zones. Orange zones are gang areas (excluding pumpkin fields). Red zones show up as red markers on the map and all red zones are illegal.

  • Stealing cars, robbing players, and hostage taking is not allowed in Green/Blue zones under any circumstances.

  • Civs may steal Cop weapons from blue zones.

  • Stealing vehicles from ANY location as soon as the vehicle spawns is against the rules. Vehicles may not be stolen from the Vehicle storage point for any reason, consider it as a safe zone for vehicles. Note: The vehicle may only be stolen if it was chased to that location.

  • You may not randomly steal a vehicle in the green zone (Via spamming E)

  • Civs may never rob each other or take each other hostage inside the GREEN ZONE at civ spawn. However, civs may rob or attempt to capture police anywhere including the GREEN ZONE.

  • Civs may rob other civs or take them hostage in the GREEN ZONE if they were followed there before hand.

  • Don’t zip tie civs in the GREEN ZONE for any reason, unless chased there before hand.

  • Gang Members may kill any cop or rival gang who is inside a gang area. (ORANGE ZONE) This does not mean friendly gangs can kill cops to help a fellow gang.

 

Rdm and Vdm

  • RDM is killing without reason. (For example, looking for cops to kill just to kill them, or if a civ kills another civ for no legitimate reason. Civs and cops should only get into firefights for reasons relating to crimes.)

  • Terrorism is not an excuse for RDM just because you declared terrorism is no excuse to shoot unarmed civs. Only armed civs may be shot at in the current Terror zone.

  • RUNNING OVER IS NEVER ALLOWED! Intentionally running over any other player, cop or civ, is not allowed. Ramming other players vehicles is not vehicle DM, but you MUST have a reason to do so. The victim must be on foot in order for it to be vehicle DM. If someone is run over by accident the driver must compensate the civilian.

  • Remember that although sometimes your death may seem like a death-match, there may be a legitimate role-play reason or mistake behind it. ALWAYS talk to the person who killed you before consulting an admin.

  • You must always have a reason to ram another Vehicle. If you ram a vehicle without reason you must comp the driver 25k.

  • Wanted civs may of ram police vehicles if they are being chased.

  • Civilians who use their vehicles to ram another player's vehicle can be declared lethal. (A simple car accident is not reason to clear a person lethal, simply tapping (minor vehicle collision) a persons car is not ramming. Ramming is when another player intentionally uses their vehicle as a weapon against another player.)

  • It is not death-matching to intentionally vehicle to vehicle ram a member of another gang.

Note: Your vehicle can be destroyed if used as a weapon.


Offences and General Laws

 

  • It is a felony for civilians to be inside the police compound walls. Loitering near the station after being asked to leave is also a felony. Both are punishable by 5 min in jail.

  • Weapons must be holstered inside the city. Any brandishing of a legal or illegal weapon inside a town is a felony, jail time and seizure of the weapon is appropriate.

  • Possession of an unlicensed weapon is a felony. Jail time and seizure of the weapon are appropriate.

  • Zip tying is illegal and is considered a hostage taking.

  • Possession of zip ties is legal, UNLESS the person is found to also be in possession of an unlicensed/licensed, or illegal firearm. In this case the police may sentence the person harshly as a presumptive hostage taker. If in a car with any number of occupants both an illegal gun AND zip ties are found, all of the occupants of the car may be charged as presumptive hostage takers. (The same rules apply to lock picks, of course the player may be a presumed carjacker.)

  • Possession of Alcohol in a players inventory while driving is illegal

  • When flying over the city you must fly at a minimum altitude level of 150 meters.

  • All firearms, whether brandished, holstered, or geared, are illegal on airport property.

  • Possession of any of the following normally legal items is a felony on Airport property: Lock picks, Lighters, Zip-ties, Pharmaceutical items.

  • All silenced firearms are illegal for civilians to posses

  • All automatic and special fire firearms (full auto and burst) are illegal for civilians

  • Speed limits are: 60kph in town and 90kph outside of town.

 

Civilian Rules (Civ Do’s and Don’ts)

  • Civs may steal Cop weapons from Cop base. Shift F’ing a cop to steal his weapons is not allowed unless you have a reason to do so that affects you or your group directly. (Shift F’ing a cop just because you wanted to do so is not allowed.)

  • Civilians may steal Cop stun weapons, they are also allowed to use the stun ammo

  • Civs can be informants for police. That does not mean the informant has the right to join another TeamSpeak channel. The informant must use a mobile phone, meet his contacts in game or message/poke the police. Anything the informant hears in TeamSpeak cannot be told to someone else. The event must happen in game in order for the informant to us that information.

  • Civilians may not go on shooting rampages of cops because they are wanted for a minor crime such as gas station robbery, the civilians may only shoot cops when they possess an immediate threat to or are in active pursuit of the civilian or their gang affiliates.

  • Any civilian who is restrained by a police officer must follow the same rules as someone being zip tied, they must always comply with police and all communication devices to the outside world are cut off. You may not call for help over side, global, teamspeak, etc.

  • Civilians may not save their vehicles at vehicle storage while being actively pursued by police, rival gangs, pmc, etc.

  • You must have a reason to evade from the police. Reasons are not limited to but may include: Drug Running, Weapon Trafficking, Fugitive Transporting, or aiding in other criminal activities.

 

Robberies

  • When robbing another player you must first warn them over SIDE CHAT via verbal commands or typing. In order for the robbery to be justified you MUST warn them in side chat. If the player is not warned over side chat you will have to comp them.

  • You must give adequate time for a civilian to comply, 5 seconds is not enough time for someone to give you the keys to their vehicle

  • While being robbed all players do NOT have to comply with robbers demands UNLESS you are zip tied. (if you don't comply you will most likely be shot)

  • You may not destroy another player's vehicle or damage it during a robbery IF they comply, you also cannot injure the civilian, or kill them for complying

 

Gang Rules

  • Gangs are considered to be at war by default unless they choose not to be hostile to one another. No declaration of war or any other overt action is required for gangs to be in a state of war.

  • Gang Members can kill members of other gangs if they know the target is armed. Gang Members may kill any cop or gang member who is inside a gang area.

  • Gang Members may vehicle to vehicle ram another vehicle if they KNOW it to contain enemy gang members.

  • Gang members may never kill a civilian in the orange zone they must have a roleplay reason to do so. (I.E Failing to follow your commands, is being robbed and refuses to comply etc.)

 

Aviation Rules

  • When flying over the city you must fly at a minimum altitude level of 150 meters.

  • Intentionally crashing an aircraft is not allowed at any time or for any reason

  • There is NO no-fly zone. However, if you are hovering over buildings like the bank or cop base, cops may warn you to leave the area, and if you don’t leave, you may be shot down. If you are flying dangerously (at a low altitude near a town) or otherwise appear to be flying in a way counter to the interests of the government (following the President, following police and calling their locations out in global or side) the police are empowered to give you lawful orders (such as, stop following the President, stop following the swat team, etc.) if you fail to do so lethal force may be used against you.

  • It is a felony to land an air vehicle on any road, inside of town or out, unless you have permission from the police.

  • Outside of town aircraft may fly as low as they want or land wherever they please, (however they must still abide by Police and Government orders.)

  • If a civ aircraft is permitted to land in city limits by the police, then the police may check the pilot for an air license. If the pilot does not have an air license the pilot will be guilty of a felony.

  • Any aircraft that has landed within city limits and not in a designated area (helipad or runway) may be destroyed by police if the pilot does not have a license (whether the landing was authorized or not).

  • If a civ aircraft lands outside of city limits or on a helipad/runway, police may not check the pilot for his air license. (does not apply to roads)

  • If a person who is wanted for any crime is flying they will be asked to land (even if they are outside of city limits) if they do not land the aircraft may be shot down by police.

  • Pilots may only lift vehicles that they have keys to or have the owner’s permission.

  • If a pilot attempts to use the sling as a weapon in any way, the police may use lethal and take that chopper down.

  • All firearms, whether brandished, holstered, or geared, are illegal on airport property.

  • Possession of any of the following normally legal items is a felony on Airport property: Lock picks, Lighters, Zip-ties, Pharmaceutical items

 

Terrorism

  • Terrorism is an occasional coordinated attack on a location. Terrorism IS NOT shooting a cop in the back with a revolver.

  • Terrorists can: attack a manned checkpoint at any time, take over a town (taking over a town must be announced, they may only kill armed civs and police).

  • Terrorists cannot: sit at the cop base entrance for no reason and kill cops at random, go around killing unarmed players.

  • Terrorists may NOT crash any aircraft into buildings, players, vehicles, etc.

  • Terrorists must announce which areas they are attacking. (Ex: I declare terror on bank)

  • Terrorist may not declare terror on any spawn areas

  • Terrorists may shoot any armed civilians or police who are in their area of operation. If you declare terror on bank and a cop is in civ spawn with a taser, they are not a threat to you.

  • Terrorists may not kill unarmed civilians unless the civilian is disobeying terrorist orders (Ex: Leave the area or be shot)

 

Governor

  • The governor may adjust speed zones plus or minus 20km/hr

  • The governor may make drugs legal to use, but not to cultivate/create or sell. The governor may not legalize whale or prostitution.

  • The governor may pardon only NON violent crimes with a bounty of 30k or less. The governor cannot pardon himself or his guards/staff

  • The governor may disallow voting or restrict access to the voting terminal. The police must comply (Expect to be shot!)

  • The governor may pardon by typing or speaking in global, but MUST use the voting terminal to name someone an enemy of the state. If the governor does name someone an enemy of the state, the person must be given several minutes after spawning or respawning before their EOS status can be considered active. The governor’s people and the police must NOT follow a person in these sacred few minutes and MUST instead allow them to slip away so it’s a fair game.

  • The governor and his guards must be civilians who are on TeamSpeak using their mics and must be in the governor/guard TS channel

  • The governor may only have up to 2 bodyguards

  • The governor may carry a HOLSTER-ABLE weapon no matter how many guards he has. The governor may not carry a primary weapon (a weapon that cannot be holstered).

  • All government weapons must be purchased from the government box inside of the governors compound

  • The governor may not commit any type of crime when in office.

  • Firefighters may not be elected governor

  • Cops may not be elected the governor

  • Threats toward the governor may be considered a violent act

  • The governor must sell his limo back to the shop if he is no longer in office

  • The governor may only be killed with a legitimate reason. He may not be killed just for being the governor. For example, if the taxes are too high, or their laws are against you and the governor won’t comply with your demands, you have the right to kill them

  • The Police must enforce any law created by the governor unless that law has been abolished by an admin

  • The police cannot take it upon themselves and decide whether or not to enforce the laws made by the governor. If the police break these laws they can be kicked or asked to go civ

  • Governor can make PMC EOS (Enemy Of State) With Reasons Currently being enforced

  • Governor cannot make any laws that directly interferes with the role play duties of PMC. Such as law saying "PMC cannot carry weapons". Currently being enforced

  • The Governor may create a "KOS (Kill On Site)" area at any point (excluding green zones and blue zones), this applies to anyone the governor writes in the laws that it does (except cops, ESU & PMC). KOS points must be clearly marked on the map and can cover a maximum of around 100M diameter, the Governer has the right to only create ONE KOS point at a time, his most current KOS point is the one to be enforced and the KOS points can last for a maximum of 15 minuets, the governor MUST leave a cool down period of 30 mins before he may instate another KOS point. The Governor and his written guards are automatically immune to any KOS points he instates in his act of government. KOS points do not overull any other rules (particularly the ones about not killing ESU and interfering with PMC). Cops must enforce KOS points. Please read the rules in the ESU section about there rules regarding entering KOS zones. Currently being enforced

 

Law Enforcement Rules (Cop Do’s and Dont’s)

  • If you are arresting a Civ you may search his property when arresting them.

  • Cops MUST HAVE A NON LETHAL WEAPON or a weapon that has both stun and lethal ammo. (Admins/Mod/Instructors are exempt)

  • Cops must obey traffic laws, unless responding to a call. Police must have their lights and sirens on for legitimate reasons in order to speed.

  • If a vehicle is illegally parked or blocking an area they must ask the civ to move it, if the civ does not move the vehicle the police can impound it without compensation to that civ.

  • Any vehicle used in a crime must be impounded. (Police may never destroy an unarmed civilian vehicle UNLESS the civilian intentionally uses the vehicle to block the convoy or VIP, or to ram vehicles. Simply evading the police, even if a collision ensues, are NOT cause to destroy a civilian’s car.)

  • Any weapon used in a crime or found in a crime scene MUST be taken as evidence.

  • Taking weapons or police vehicles over when you switch from cop to civ is not allowed

  • During a routine traffic stop, police should never search a civilian or ask a civilian to put their hands up. (Tickets can be given by pressing E even if the recipient’s hands are not up)

  • Cops may not camp areas where illegal activity occurs or robbable areas. They may patrol these areas but may not stay for an extended period of time (Ex: Bank, Gas Stations, Whale, Gang Areas) Vice and Detectives are exempt from this rule, vice and detectives can camp any illegal area

  • Cops may NOT check for gun license of unwanted civs outside of a town, unless the civilian is operating the weapon unsafely (Ex: Firing at a building or across a roadway)

  • The coast guard (the police pilot slot and any officer in a boat) may stop and search any boat and its occupants at any time. Cops who are not using boats may not search a civs watercraft without probable cause

  • If a police pilot is online they must be the only cop flying. If he can’t afford an aircraft then they should play another role until they can

  • The police pilot must be flying and may only exit their aircraft to briefly help on the ground

  • Cops may restrain civs any civilian who can be considered a threat to themselves or others, anyone in a crime scene may be restrained, this rule does not apply to traffic stops and general contact with civilians.

  • Cops may search any player and vehicle at any manned checkpoint. A checkpoint is considered any road block manned by police that contains a bargate

  • When a civ is restrained and put into a car to be taken to jail, the police should tell the civ what the charges are before booking the civ into jail. If the civ fails to ask what the charges are, it isn’t a big deal if the cop doesn’t tell him.

  • Police may not buy or drive any type of unique civilian vehicles (admins exempt). These vehicles can be used for a bait car if approved by an admin. A unique vehicle is defined as any vehicle that is purchased outside of the used car shop. For example, tahoe shop, sports shop, muscle car dealer

  • The Police may only arrest civilians who own hookers if the hookers or the pimp are in an active brothel. Hookers are not considered illegal if the pimp or the hookers are outside a brothel

  • If a civilian is found inside a brothel the police may search the area for prostitutes.

  • Cops may not buy or use any civilian weapons

  • The sheriffs should patrol outside of town and respond to calls anywhere they are needed. However, they may patrol anywhere.

  • Only the sheriffs can purchase and possess sheriff vehicles and weapons

  • Only Swat may purchase and possess SWAT weapons or vehicles .Only one bearcat may be purchased at a time. Only SWAT may possess the Stinger

  • Only vice may purchase and possess vice guns and vehicles

  • Admins may use any weapon or vehicle while on the cop team

  • A police chief can be voted or appointed by an admin.

  • The police chief must be a trained officer

  • The police chief’s job is to represent the police department and respond to any accusations of police misconduct and to tactically organize the other officers

  • Cop1 (the sergeant) always overrides the police chief

  • Police chief may only fire cops within reason. (I.E. Cop not doing hes job, not patrolling, not responding to calls, not upholding the departments image or standards.) Fully effective on August 1st.

 

Law Enforcement Corruption

  • Police Corruption is not allowed unless there is an Internal Affairs Officer Online

  • Internal affairs may not be corrupt or break any laws/rules in any way, unless it is a politically motivated action aimed at regime change.

  • The police may always seek a regime change even when IA is not online. A police chief must be elected. The police chief must announce a revolt against the governor. 

  • If internal affairs and/or the rest of the cop team are trying to apprehend or kill a corrupt cop, the corrupt cop may kill any and all police officers until they die or are arrested. Once a corrupt cop is killed or arrested, the corrupt RP is OVER and they may not act against fellow officers until IA comes after them again for something else.

  • Cops may be corrupt in any way that involves them "looking the other way,” consciously not doing their jobs, or passing information to criminals. In general, police may not actively do a criminals job directly. Cops cannot transport drugs, commit murders, rob civs, etc. Cops can sell guns to civs, use drugs, act as a getaway driver, etc

  • Police may release civilians from jail for money, but if they do so THEY MUST USE THE TILDA KEY [~] method, use of any other method will result in a ban.

  • Once a corrupt cop is either killed or apprehended, the chief of police OR Cop 1 can require them to go civ for the rest of the round. This is not optional and failure to obey when you have been "fired” is a violation of server rules. For one narrow exception see the next rule.

  • If IA or the police chief fires an officer, that officer may choose to disobey and go rogue. If so, the police force must apprehend or kill the rogue officer before he can be forced to go civ. Once he has been apprehended or killed however, he must obey. THIS IS DIFFERENT THAN AN ADMIN TELLING A COP TO GO CIV BECAUSE THEY BROKE A RULE. If an admin tells a cop to go civ AS AN ADMIN, they must obey immediately or will be banned, as with all admin orders.

  • Corrupt cops may not do anything to cause a civ to be wanted when he should not be. Corrupt cops can only start to mess with civs if the civ is already wanted for something the civ actually did.

  • Corrupt Cops may kidnap civs who have already been correctly arrested.

  • NOTE: If you are unsure whether or not a specific kind of corrupt action is simply illegal or is actually against the rules, ASK AN ADMIN BEFORE DOING IT. Remember, an admin cannot use any questions you ask in ts against you in-game.

     

     

     

    Police Searches

     

  • The police have the right to identify all of the occupants of a vehicle on a traffic stop.

  • COPS MAY NEVER RANDOM SEARCH. An officer must have probable cause to search. (IE. Searching a civ that was near the bank while the bank was being robbed)

  • cops are always allowed to stop civilians and conduct a search with probable cause such as a 911 call, robbery in area, similar vehicle to suspect, etc

  • Police are allowed to stop and search any civilian coming from or going to an illegal area, this INCLUDES gang areas, terror, assassin mission, etc

  • Pistol shop is a legal firearms dealer, you do not have cause to search an unwanted person here without probable cause

  • The police may conduct an inventory & license search on any civilian taken into custody for an arrestable crime, as well as any civilians found within a car in which one of the occupants is placed under arrest, as well as any situation in which one or more civilians could be said to be clearly in the company of a civilian who is wanted for an arrestable crime.

  • An arrestable crime includes all crimes except traffic violations. Some traffic violations are arrestable,

  • Traffic violations where an arrest is allowed include: reckless endangerment, failure to pay citation, unlicensed driver

  • The police may conduct an inventory & license search on civilians in the following situations (NOTE: This list might not contain every possible situation Good faith is required for all police searches. Any attempt to contort or abuse these rules in order to allow searches of civilians that are clearly not involved in a crime will be punished by an admin. USE COMMON SENSE, and if that fails, ask an admin whether or not a search is warranted):

  • All areas coded red on the map

  • All gang areas (orange areas besides pumpkin field)

  • When a civilian is discovered at or near the scene of a crime or the police have probable cause to suspect the civilian’s involvement in an arrestable crime… many situations that establish PC will be treated specifically below…

  • When a civilian is discovered within 50 meters of a drug sell point either on foot or in a car.

  • When a civilian is discovered within 50 meters of sell whale, either on foot or in a vehicle

  • When a civilian is discovered within any halfway reasonable distance of an active drug field, in the vicinity of an LSD gathering area if a civilian is behaving at all suspiciously

  • When a civilian is discovered on foot or in a suspicous vehicle within 100 meters of a brothel

  • When a civilian is discovered at or very close to the assassin’s pistol shop

  • When a civilian is discovered at or very close to terror

  • When a civilian is in a boat, a coast guard officer may order them to shore for a search without cause

  • When a civilian represents a potential threat to the life of the governor in the minds of the police (this determination must be arrived at rationally, for example, if a civilian is very close to the governor or appears to be following the governor, not because some guy at wheat field says the governor’s tax policies suck).

  • Anyone within 25 meters of the convoy if the convoy is halted, or anyone who possess a potential threat to the convoy

  • Anyone who is caught robbing the convoy or bank may be ticketed for all the money on their person, all the money of all vehicle occupants, and all money left in the vehicles inventory. (THIS IS A RULE! YOU MUST PAY!!!)

 

Use of Lethal Force

 

 

  • Indirect Lethal Force: Lethal Force will be allowed if the suspect the officer is pursuing is wanted for a violent crime and armed, is not wanted but armed with the intent to harm another player, OR the suspect is wanted for murder and is known to have been armed. (Examples Include: A civ is wanted for murder and has an unholstered weapon, they may be shot on site or a civ is not wanted but aims a gun at another player) FULL ENFORCEMENT ON:  July 24

  • Direct Lethal Force: Law Enforcement officials may use lethal force on anyone who possess an immediate threat to themselves or others, an immediate threat can be defined as anyone possessing a weapon (firearm or vehicle) who is aiming it towards you or others in a threatening manner, or firing the weapon FULL ENFORCEMENT ON:  July 24 Examples include: ramming a police vehicle, actively shooting at a player, running towards a player with a firearm. This rule does not affect the Coast Guard's ability to shoot and kill anyone evading on the water. The coast guard may kill a civ that is fleeing in a watercraft. However, they must give the civ fair warning and enough time to stop before they kill the player

 

Private Military Corporation (PMC) Rules

  • PMC is not allowed to sell their gear to civilians or cops/esu

  • PMC cannot commit any of the illegal crimes except for murder and kidnapping, only provide support.

  • PMC AA stinger may only be used against aircraft

  • PMC may clear you lethal if you directly bypass the PMC checkpoint

  • PMC may clear you lethal if you directly obstruct PMC duty or disobey their orders

  • PMC can be wanted for any contracts against the police or the government

  • If a PMC member is wanted ALL PMC are cleared lethal until the bounty of the wanted PMC member is paid off or the wanted PMC member is arrested.

  • Any mod/administrator can fire a PMC member off the team at anytime.

  • Governor may make any or all contracts for civilians illegal.

  • PMC can have primary weapons out in town but they must be loward, if its a side arm it must be holstered.

  • The Armored SUV and sea hawk are Team Vehicles and they are to be used as a team (NO SOLO MINIGUNS)

  • Any Crime where nobody is hurt, no major damage is done to possessions, and no weapon is used to commit the crime

  • VIOLENT CRIMES

  • Any crime where someone is hurt or a weapon is used while committing the crime.

  • ARRESTABLE CRIMES

  • Any crime other than a simple traffic violation.

 

Fines and Jail timesTickets

  • Most tickets should be around:

  • $15,000 for the first offense

  • $20,000 for the second ticket in a short period of time

  • $35,000 or jail for the third ticket in a short period of time

  • Failing to yield to a Code 3 emergency vehicle is a more serious traffic offense and should be ticketed heavily:

  • 60k for the first offense

  • 85k for the second in a short period of time and so on

  • If a civ commits 3 traffic violations in the same vehicle that vehicle can be impounded and the civ can be arrested for a min or fined up to 100k.

  • Unsafe use of a firearm 20k

 

Jail Times

 

  • 10 min for opening cop car doors to be a troll, or otherwise behaving trollishly (crowding around cops for no reason at civ spawn, running around while yelling in direct for no reason). If a person does this more than once in a short period of time, try to get admin approval for a 30 minute sentence.

  • 2 minutes per every 10k worth of drug bounty

  • conspiracy (going to terror to buy gun but dont, rob bank, etc) 8 minutes

  • Reckless endangerment (almost hitting a cop on a traffic stop, unsafe motor vehicle operation, etc) 5 minutes

  • 4 min per illegal prostitute (remember prostys are only illegal if either the prosty or the owner is in or very close to a brothel)

  • Evasion (less than 5 mins active pursuit) 12min

  • Evasion (more than 5 mins active pursuit) 15min

  • If you believe the person evaded without cause (they were not wanted, had no fugitives in the car, or no illegal items or gear, basically if you are committing or aiding in criminal activity etc.) you can take it to an admin and IF THE ADMIN APPROVES jail them for 30 minutes. If you cannot find an admin or they are too busy to deal with investigating it, you must use the 12/15 minute sentences.

  • If someone evades by vehicle while being actively pursued for more than 5 minutes, 15 minutes in jail is appropriate.

  • 10 min for running a roadblock in a way that could be considered dangerous (smashing a bar gate, knocking a police car out of the way, etc.)

  • Evading a checkpoint in a way that does not endanger lives or property (making a U-turn when you see the checkpoint) allows the police to search the person. They can also be cited 50k simply for trying to evade the checkpoint.

  • 10 min for gas station, bar or pharmacy robbery

  • 6 min for auto theft completed or attempted, 12 min if it’s a police vehicle

  • Hostage Taking or planning to commit this crime will result in a 15 minute sentence

  • 15 min for a murder +5min every extra murder, attempted or completed

  • 15 min for Bank Robbery

  • 5 min "declaring” Terrorism

  • 20 min for Terrorism

  • NOTES: JAIL TIMES ARE STACKABLE!!! Anyone who turns themselves in to the police are to receive HALF their original jail sentence, no more, no less.*Admin approval is only required if you are putting someone in jail for breaking the rules. Players can be arrested for up to 30min or more without admin approval as long as they deserve that amount of jail time. (For example, you don’t need to get admin approval to put someone in jail for 30 min if they killed 4 people.)

    Explanations:

     

    • Armed Robbery is committing theft whilst armed with a weapon. Possible robberies include: Gas Stations, Pubs, Pharmacists, Bars & Other players.

    • Hostage Taking, or suspicion to take hostage if the suspect has a firearm and zipties.

    • Evading a Checkpoint Dangerously include: Ramming the checkpoint, damaging police equipment or driving unsafely and at high speed toward another player.

    • Evading a Checkpoint Safely include: Driving around the checkpoint or turning around.

    • Traffic Evasion is evading the police while in a vehicle or on foot.

    • Prostitution, for every hooker is 4 minutes.

    • Reckless Endangerment is defined as having no regard for safety while in a vehicle. Examples include: Almost hitting or hitting another player, driving at very high speeds, swerving all over the road or damaging property and road signs.

    • Interference in Police Work can be defined as things like opening police doors, running around in circles at a crime scene or joining a police pursuit as a civilian.

    • Drug Trafficking is 2 minutes for every 10k bounty.

    • Prison break, either committing the crime to break someone out or getting broken out is considered prison break.

    • ADMIN SENTENCES CANNOT BE BROKEN OUT FROM.


    Fire Department

  • The firefighter is a neutral player whose only goal is to heal the injured, respond to calls of help or tows and to impound illegally parked vehicles

  • To play as a firefighter you must be in our TeamSpeak with a working mic.

  • Firefighters must stay in the Fire Department channel

  • Firefighters may not be killed or robbed by anyone at any time.

  • Firefighters may not enter gang areas or the hostage area unless called there.

  • You may not use any fire department vehicle in a crime, or commit any crimes

  • You cannot have a weapon while playing as a firefighter

  • Firefighters may not be part of a gang, involved with gang activity or be biased towards any faction or group

  • Firefighters MAY NOT spot for cops

  • Firefighters MAY NOT be taken hostage

  • Firefighters must respond to any call for medical help, even to criminals

  • Firefighters MAY NOT be governor

  • Purposely Killing a Firefighter or destroying a fire department vehicle on purpose will result in a 25 minute jail time or a ban.

  • Stealing or driving a fire department vehicle is not allowed as a civ or cop.

  • If you no longer wish to play a firefighter you must switch player slots and you must sell any fire department vehicle you have back to the shop

  • When driving as a firefighter, YOU MAY NOT break any traffic laws unless you are going to a call. When going to a call, you must use the light bar to ignore traffic laws just like the cops.

  • YOU ARE NOT A COP. Do NOT get involved in chases, do NOT get in the way of cops when they are trying to deal with criminal activity, and do NOT attempt to use your vehicle to cut off fleeing civilians.

  • Firefighters must ask the owner before impounding a legally parked vehicle

  • Cars parked illegally (in the middle of the street, blocking a driveway, etc.) may be impounded at any time but the Firefighter should let the owner of the vehicle know

  • The Firefighter cannot just drive around impounded any legally parked but unattended vehicle

  • Firefighters pay double the normal amount for their traffic violation tickets

  • Firefighters can only own 1 fire department vehicle at a time

  • Firefighters must put out fires before going to another call

  • Firefighters may only use/buy vehicles from their shop and not anywhere else

  • Firefighters may not report anything they see or hear. They cannot call 911

  • ESU may not enter a government made KOS unless they have been called into it in there line of duty (they however may not attempt to help a victim if this gives the victim an unfair advantage against his opponents), or it blocks there path to getting to an incident. ESU are not to be killed in KOS zones, killing ESU in such a zone will be treated the same as killing one normally. Currently being enforced

  • ESU may not enter an active crime scene. If called to a scene, ESU must wait outside the area ready to respond when the all clear is given by Police. Currently being enforced
